In a Least Developed Countries, the existing illiterate rate are found in the important sectors like health, education and offices, even in the ministerial offices. It is important they are assisted and monitored for well-functioning.

There are people whose background (education) is different from what they are handling or responsible for. It is affected by the need and the availability and the relationship.
